Special districts and ADA Title II: library, water, fire and park districts have until April 2028

July 30, 2026 · 6 min read

The DOJ rule puts every special district government, regardless of population, in the later compliance group: April 26, 2028. That covers library districts, water and sewer districts, fire protection districts, park and recreation districts, transit authorities, hospital districts and more. There are roughly 39,000 of them in the United States, and most have a small website maintained by a clerk, a general manager or an outside vendor.

Typical issues on district sites

  • Agendas and minutes posted only as scanned PDFs
  • Bill-pay portals from a third-party vendor with unlabeled forms
  • Board member photos without alt text
  • Low-contrast templates from older CMS products

A plan that fits a district budget

Scan the site, fix template issues with the vendor, replace scanned PDFs with text PDFs or HTML going forward, publish an accessibility statement, and re-scan monthly. For most districts this is a few thousand dollars of vendor time plus a monitoring subscription, and it produces the documentation a complaint investigator asks for first.
