About PillarScan and ISPIRLI

PillarScan is an independent accessibility monitoring tool for US public entities, built and operated by ISPIRLI (the Netherlands). Who we are, how our guides are written and how we make money.

PillarScan is built and operated by ISPIRLI, a company registered in the Netherlands. PillarScan does one job: it checks the public websites of US school districts, cities, counties and special districts for accessibility barriers, explains them in plain English, and keeps checking so problems are caught before residents run into them.

Why public websites

Enrollment forms, board agendas, utility payments, court dates and emergency notices now live on government and school websites. When those pages cannot be used with a screen reader or a keyboard, people lose access to public services. The Department of Justice's 2024 rule under Title II of the ADA makes WCAG 2.1 Level AA the technical standard for these sites, with compliance dates of April 26, 2027 for entities serving 50,000 people or more and April 26, 2028 for smaller entities and special districts. Most of these entities have no accessibility specialist on staff and small budgets, so we price for them: plans start at $99 a year, purchase orders are accepted, and the homepage scan is free with no account.

What PillarScan is, and is not

  • It is an automated monitoring tool built on axe-core, the open-source accessibility engine, with a published scoring method.
  • It is not a certification, a legal opinion or a guarantee of compliance. Automated tests find many but not all WCAG failures; a full evaluation also needs manual testing with a keyboard and assistive technology. We say this on every report.
  • It is not an overlay. We do not inject scripts into your site and we do not claim a widget can make a site accessible.

How our guides are written

Our guides, articles and free tools are researched and published by ISPIRLI. Our editorial rules:

  • Primary sources first. Legal statements cite the Federal Register, the Code of Federal Regulations (28 CFR part 35) or ADA.gov. Technical statements cite the W3C's WCAG documents. Each guide lists its sources.
  • Dated and reviewed. Every guide shows when it was last updated. We review guides every quarter and whenever the Department of Justice publishes new rules or guidance.
  • Not legal advice. We explain what the rule says; we do not tell an entity what its legal position is. Each article says so, and we recommend asking your own counsel.
  • No paid placements. We do not accept payment to mention or rank vendors, and our pages carry no affiliate links.
  • Corrections. If you find an error, email support@pillarscan.com. We fix confirmed errors promptly and update the date on the page.

Independence

ISPIRLI is an independent company. PillarScan is not affiliated with, endorsed by or acting on behalf of the U.S. Department of Justice, the U.S. Access Board, the W3C or any state agency. Grades in our public directory are produced by the same automated scan for every entity and cannot be bought, edited or removed for payment.

How we make money

From yearly subscriptions paid by the entities that use PillarScan (pricing). The free homepage scan, the free tools and the public directory are free and stay free. We do not sell personal data or run advertising. See our privacy policy.
